Education Scheme
 

ATHLETICS NEW ZEALAND OFFICIALS EDUCATION SCHEME (ANZOES)

1. The Association shall operate an Education Scheme for Officials.

2. The Officials Education Scheme shall be administered on behalf of the Association by a Committee of 4 members appointed by the Council of the Association to hold office for 4 years with one Committee member retiring each year and such Committee shall be termed the "National Technical Officials Committee".

3. Each Centre shall appoint annually a Centre Officials Co-ordinator who shall be responsible to the National Technical Officials Committee for the implementation of the Scheme in their Centre District.

4. Officials shall be classified in the following groups:

o Group 1: Jumps (Long/Triple Jumps; High Jump; Pole Vault)
o Group 2: Throws (Shot Put; Discus; Hammer; Javelin)
o Group 3: Track (Judging/Wind Gauge/Lap Scoring; Umpiring; Starting; Time Keeping/Photofinish)
o Group 4: Walks (Walk Judging; General Track Officiating)
o Group 5: Outside Events (Course Setting; Starting/Umpiring; Time Keeping; Judging/Lap scoring/Recording)
o Group 6: Administration (Competition Management/Announcing; Recording; Seeding and Draws; Technical)
o Group 7: Course Measurement (Course setting and Measuring for events outside the stadium up to and including Marathon distance)
o Group 8: Athletes with a disability (AWD)

5. Level of Certification
Groups 1 to 5: Certification will be as follows:

o Level C:
 Passing the written examination 70% and Certified Practical Proficiency (by Centre Officials Co-ordinator or his/her appointee) in at least 2 of the elements in the Event Group over 2 competition days, or
 Certified Practical Proficiency (by Centre Officials Co-ordinator or his/her appointee) in at least 2 of the elements in the Event Group over 10 competition days (this alternative is to cater for those Officials who for various reasons may prefer not to undertake written examinations).

Level B:
 Proficiency in at least 3 of the 4 (or 2 of the 3) elements in the Event Group. 
 Passing the written examination 70% and Certified Practical Proficiency (by Centre Officials Co-ordinator, or his/her appointee) in at least 3 of the 4 (or 2 of the 3) elements in the Event Group over 15 competition days, including at least 10 days at senior Centre level or above (this requirement is reduced to 10 and 6 competition days, respectively, for Group 5, Outside Events).

Level A:
 Proficiency in all aspects of the Event Group.
 Passing the written examination 75% (as marked by a member of the National Technical Officials Committee, but for Group 4 "Walks" this shall be done in conjunction with an International Walk Judge)
 Certified Practical Proficiency (by Centre Officials Co-ordinator, or his/her appointee) in all elements of the Event Group over 15 competition days at senior Centre level or above (10 for Group 5). In the period immediately prior to the recommendations must have had experience in officiating at National Championships or an equivalent standard meeting?
 Applicants are required to maintain a log card during the qualifying period as evidence of their practical experience in each component of the Event group.

Group 6
o No Level C
o Level B:
 Passing the written examination 70% 
 Certified Practical Proficiency (by Centre Officials Co-ordinator, or his/her appointee) as for Groups 1 to 4.
o Level A:
 Passing the written examination 75% (as marked by a member of the National Technical Officials Committee) 
 Certified Practical Proficiency (by Centre Officials Co-ordinator, or his/her appointee) as for Groups 1 to 4.

Group 7
o Level C:
 Attend a course approved by the National Technical Officials Committee,
 Pass the written examination (70%)
 Pass the related practical test to the satisfaction of the approved course instructor.
o Level B:
 Following qualification for Level C, achieve Certified Practical Proficiency by certifying 2 courses (with appropriate documentation) under the supervision of Centre Officials Co-ordinator or his/her appointee.
O Level A:
 Certified Practical Proficiency by certifying 5 courses under supervision of Centre Officials Co-ordinator or his/her appointee, appropriate documentation of these courses to be forwarded to the National Technical Officials Committee with the recommendation for grading.

Group 8
o No Level C
o Level B:
 Must have achieved at least Level C status in Throws (Group 2) and Track (Group 3).
 Passing written examination (75%)
 Certified Practical Proficiency over 3 competition days involving AWD events.
o Level A:
 Evidence of service and experience with AWD events (as recorded on a log card) over a minimum 2-year period.

Note:
• Officials who do not have access to competition at an appropriate level on a regular basis may apply to the National Technical Officials Committee for special consideration of the Practical Proficiency Requirement at any Level.
• In exceptional circumstances the National Technical Officials Committee in their absolute discretion may alter the specific conditions for a particular candidate upon application.
• ANZOES has been approved by the IAAF for recognition as an IAAF Level 1 programme.
• Officials involved in only Children's Athletics may receive Level C but are unable to advance to a higher level unless involved in Senior Athletics.

6. Grading shall last for a maximum period of 4 years. The next termination date shall be 30 September 2012 and thereafter every 4 years on 30 September. At the termination date an Official will lose all grading unless sitting and passing a further exam or being recommended by the Centre Officials Co-ordinator for confirmation of current grading, with evidence of continuing service at the appropriate level. 

7. Recognition: On appointment to Level B an Official shall receive a letter of acknowledgement from Athletics New Zealand, together with a pin-on badge at current cost, with the wording Technical Official with no distinguishing identification of a Group or Level being worn by an Official, merely the badge available from Athletics New Zealand on appointment to Level B.

8. The National Technical Officials Committee as well as Head Office of Athletics New Zealand shall keep a current list of all Officials at Level A, B and C showing the date on which they were first appointed. Such a list shall be sent to Centres by the designated person in head office in October each year.

9. Advancement and Appointment.
• Advancement through Levels shall be as follows:
o Level C examinations and all Practical Proficiency Evaluation may be taken at any time.
o Level B examinations may be taken after the expiration of 1 year after Level C Certification. The 1 year minimum does not apply to Group 7.
o Level A examinations may be taken after the expiration of 2 years after Level B Certification.
• Appointments for Level C shall be made by Centre Officials Co-ordinators.
• Level A and B appointments will be made by the National Technical Officials Committee on the recommendation of Centre Officials Co-ordinators.
The emphasis of ANZOES is on knowledge and proficiency rather than length of service. The Scheme is aimed at being more widely accessible and at encouraging the participation of larger numbers of people to have the opportunity to acquire the knowledge to conduct Athletics competitions.

10. The link between ANZOES and the IAAF Technical Officials Education and Certification Scheme (TOECS) has been established as follows:

 

IAAF TECHNICAL OFFICIALS EDUCATION: TOECS and RWJECS

1 - TECHNICAL OFFICIALS EDUCATION AND CERTIFICATION SYSTEM (TOECS)
Recognising that the resources and effort involved in developing an education programme may be beyond capabilities on a national level, the IAAF has established a Technical Officials Education and Certification System (TOECS) which is available as a service to Member Federations which would like to make use of it.

The goal of the TOECS is to improve the level of athletics officiating all over the world, which means: Creating a basic level of officiating skills where nothing or a grass roots only situation exists. Improving the level of officiating skills where a system is already in place.

The operation of the TOECS is co-ordinated by the IAAF Development Department and the RDCs. The TOECS features standard learning materials and specifically trained lecturers for the following three levels of courses:

Level I
The objective of the Level I course is to provide participants with the theoretical and practical training required to make them capable of officiating at national level competitions and at international competitions held within the country. The Level I course also identifies candidates for the position of NTO.
Level I courses are organised by the Member Federation; however, for approved courses the IAAF will supply the necessary materials. Participants who successfully complete the course receive an IAAF Level I Officiating Certificate. Those participants whose examination marks meet the required standards are eligible to attend a Level II course.

Level II
The objective of the Level II course is to provide participants with the theoretical and practical training required to make them capable of officiating at international competitions up to the Area level. The Level II course also identifies candidates for the position of ATO. Participants who successfully complete the course receive an IAAF Level II Officiating Certificate. Those participants whose examination marks meet the required standards are eligible to attend a Level III course.

Level III
The objective of the Level III course is to provide participants with the theoretical and practical training required to make them capable of officiating at international competitions up to the highest level. Participants who successfully complete the course receive the IAAF Officiating Diploma and are placed on the IAAF ITO Panel making them eligible for appointment to ITO positions.

TOECS Level I Equivalence
Any Member Federation, which has its own technical official’s education programme in place, may apply to the IAAF for Level I equivalence. If the programme is recognised as equivalent to the TOECS Level I, those national officials who have achieved the highest level under that system will be eligible to participate in a TOECS Level II course, providing that all other
requisites have been complied with.


2 - RACE WALKING JUDGES EDUCATION AND CERTIFICATION SYSTEM (RWJECS)

The IAAF nominated the first Race Walking Committee in 1926 with the purpose to educate specialised judges to conduct and oversee International Race Walking Competitions.

However, only in 1996, the IAAF created an educational system called: RWJECS, with the purpose to provide participants with the theoretical and practical training required to make them capable of officiating at international competitions.

Level I
All TOECS Level I technical officials are entitled to officiate Race Walking Competitions at National Level.

Level II
The objective of the Level II course is to provide participants with the theoretical and practical training required to make them capable of officiating at international competitions up to Area level.
Level II courses are organised by the IAAF at its Regional Development Centres. The Level II course also identifies potential candidates for the position of Area Race Walking Judges ARWJ.
Participants who successfully complete the course receive an IAAF Level II Race Walking Officiating Diploma.

Level III (IRWJ)
International Race Walking Judges (IRWJs) is an evaluation through which the top Race Walking Officials in the world are selected for appointment as IRWJs.

IRWJs are appointed by the IAAF to judge the major race walking competitions including the Race Walking World Cup, the World Championships and the Olympic Games. Every four years (in the second year following an Olympic Games, i.e. (2010 – 2014 etc.), the IAAF organise and conduct an IRWJ Evaluation. Participants who successfully complete the course are placed on the IRWJs Panel making them eligible for IRWJ position.
